Welcome to the website for the Preliminary Design and Class Environmental Assessment Study for the Highway 17 Four-Laning between the Manitoba / Ontario Border and Kenora.
The study is following the approved environmental planning process for Group “B” projects under the Ministry of Transportation’s Class Environmental Assessment for Provincial Transportation Facilities (2000) with the opportunity for public input throughout.
Project Update July 2025
The environmental assessment and preliminary design for Section 2 (between Highway 673 to Rush Bay Road) are ongoing. MTO has established a preferred alignment for the proposed twinning within Section 2 and is continuing to develop mitigation strategies to best address potential impacts and concerns prior to finalizing a Transportation Environmental Study Report (TESR).
The project team will notify everyone on the project contact list of future project milestones, such as the next public information centre and the start of the public review period for the Section 2 TESR. The construction timeline for Section 2 will be developed following the public review period.
WSP Canada Inc. has been retained by the Ministry of Transportation to undertake this study.
